Digital platform to power irrigation

The National Irrigation Sector Investment Plan – Management Information System (NISIPMIS) is redefining how Kenya’s irrigation sector is managed, positioning technology and data as the backbone of evidence-based decision making in Public Service.

At a sensitization workshop for technical officers held at Irrigation House, Nairobi, Principal Secretary for Irrigation, CPA Ephantus Kimotho, represented by Secretary Administration David Kipkemei, underscored that the system is not just a tool but a transformative platform.

“Our work demands accuracy, transparency and top-notch coordination between all the different players. Our decisions must therefore be backed by evidence and not assumptions. In this tech era, systems are not optional, they are the backbone of service delivery,” he emphasized.

The PS explained that NISIP-MIS integrates engineering data, water use information, scheme performance, governance, financial flows and food security indicators into one verifiable national system.

Hosted at Konza Technopolis, the platform ensures that officers in the field and at headquarters operate from a single source of reliable data.

This integration eliminates duplication, enhances transparency, and guarantees predictability in planning, prioritization of projects, and allocation of resources.

Stakeholders, he noted, now expect real-time data and full traceability of projects being implemented, alongside funds allocated and expended by government institutions.

NISIP-MIS provides exactly that digital accountability that withstands scrutiny from all quarters.

“Technology is rewriting how governments plan, implement and measure development,” Kimotho said. 

“With NISIP-MIS, the State Department is future-ready, data-driven and aligned to the demands of modern Public Service,” he said.

He emphasized that the system will facilitate faster decision making, as all officers will work with one source of credible data.

This ensures that every policy decision, investment choice, and performance review is anchored in verifiable evidence.

The PS said that, “Every policy decision, every investment choice and every performance review will be made in reference to the system.”

Director of Quality Assurance and Licensing, Nguma Kani, who has been instrumental in developing NISIP-MIS, highlighted its role in mainstreaming and fully automating data management in the irrigation sector.

He urged technical officers to consistently collect and upload relevant data during every field visit to irrigation schemes and projects.

“Automation is the way forward. Every visit to irrigation schemes must feed into the system to ensure full accountability,” Kani said.

His remarks reinforced the PS’s call for officers to embrace the system as a daily operational tool rather than a peripheral innovation.

Beyond its technical functions, NISIP-MIS aligns with Kenya’s broader development agenda.

By ensuring that irrigation investments are justified and supported by credible data, the system strengthens food security planning, enhances resource utilization, and supports the country’s Vision 2030 goals.

It also reflects Africa’s Agenda 2063 aspirations of leveraging technology for sustainable development.

The PS stressed that the system is not merely about efficiency—it is about credibility.

In a public service environment where citizens demand transparency and accountability, NISIP-MIS provides the digital foundation for trust.
